The only astronauts (of whom I am aware) who were present at the move were Mark Kelly, Kay Hire, Mike Fincke and Greg H. Johnson. Traffic Management is based in California and the signs ship from there. So either the seller was misled or is misleading you. There may be a way to start the dispute through PayPal itself but a quick scan of the site said to consult eBay's resolution center first. On edit: I've looked further and PayPal does have its own Resolution Center but it still requires you first contact the seller through their system and request a refund.
